The President of the National Congress, Senator Rodrigo Pacheco (PSD-MG), issued Legislative Decree 31/23, which contains an air services cooperation agreement signed between Brazil and Canada. The text was published in the Official Journal on Thursday (21).

The legislative decree corresponds to the assent of the National Congress to the agreement signed by the government. To enter into force definitively, the agreement, approved by the Chamber of Deputies in 2022 and by the Senate this month (PDL 1100/21), must still be ratified by the president, by decree.

Signed in 2011, the agreement with Canada is similar to others signed by Brazil based on the “open skies policy”, in which two nations relax rules for commercial flights between them.

The text determines that neither country can unilaterally limit the volume of traffic, the frequency, the number of destinations or the regularity of the service of the other party, except when required for reasons of a customs nature and other services. government controls; or for technical or operational reasons, under uniform conditions in accordance with the Convention on International Civil Aviation of 1944, to which both countries are signatories.
