The suspected shooter, a man, was shot dead by law enforcement officials after an unmarked police vehicle was repeatedly shot at.
Canadian police said in a statement that a total of four people, all homeless, were attacked by the suspect.
Police said the attack began just before 6:15 a.m. local time (4:15 p.m. in Lisbon) when reports of gunshots came in from various locations in Langley, a town outside of Vancouver on the Canadian Pacific coast.
One of the dead was at a bus stop, while the second was found in a park near a community center which provides support for the homeless.
Authorities also encountered two seriously injured people, including a woman, who is in critical condition.
At around 07:00 a.m. local time (5:00 p.m. in Lisbon), police located the suspect in the shooting on a street in Langley and, after a confrontation, he was shot and killed.
Footage released by various media shows bicycles and backpacks in the middle of the street flanked by police traffic cones, as well as a police cruiser with at least nine bullet holes in the windshield and glass of the driver.
