Representing the government of Tocantins, the Secretary of State for Administration, Paulo César Benfica, participated on Monday 21 in the launch of the Transition Book, at the Stock Exchange (B3), in São Paulo. The document was prepared by the National Council of Secretaries of State for Administration (Consad), in partnership with the Center for Public Leadership (CLP), the Dom Cabral Foundation and the Vamos Movement.
The Transition Book is the result of in-depth work carried out by the Consad presidency and working groups, which operate in various fields such as digital transformation, server health and safety, concessions and PPPs, management people, assets and equity, public procurement, among others.
Faced with a scenario of a post-election period and without political attachments, the Transition Book will work as a kind of guide for managers and civil servants, with the aim of ensuring the continuity of public policies without prejudice to society during the phases of transition between governments.
Administration Secretary Paulo César Benfica points out that the meeting gives managers the ability to manage the transition between governments without too many negative impacts. “The document brings together a set of guidelines and good public management practices, which in a way allows the manager to have a systemic vision of the entire functioning of public policies”, he underlined.
In addition to the participation of the presidency of Consad, the event counts on the presence of the Secretaries of State for the administration of the 27 federative units of Brazil; secretaries of planning, finance and economy; elected or re-elected governors; ministers and executives of major public administration institutions.
