Saúde promotes actions to mark Anti-Asylum Day – Rio de Janeiro City Hall

May is the month dedicated to the fight against asylum. With the aim of stimulating discussions on the subject, the units of the municipal health network of Rio will promote a series of cultural actions throughout the second half of the month. The Municipal Secretariat of Rio de Janeiro (SMS) has made great strides in the process of deinstitutionalization of psychiatric patients in recent years, with the establishment of the Care Network of Psychosocial Care Centers (CAPS) and Residential Therapeutic Services ( SRT) as a new model care system, and with the closure of hospitalizations in the last two large hospices in the city – a process that follows the precepts of Brazilian psychiatric reform.

Starting the program and to mark the National Day for the Fight against Asylum, celebrated this Thursday (05/18), the Mental Health Network organized an act in Cinelândia for the humanization of treatment. The concentration in the North Zone will be at the Instituto Nise da Silveira, from where the participants will leave for the activity at the Center. With the end of hospitalizations in October 2021, the Instituto Nise da Silveira has established itself as a reference in the promotion of mental health through art, culture, sports, leisure and income generation workshops .

– It is a date that marks the struggle for citizenship and the possibility of living outside asylum for people who have been deprived of their liberty for many years. The place of these people is in society and we must care for these patients with freedom, dignity and diversity. This fight belongs to the whole of society, users, family members and even professionals – says Hugo Fagundes, superintendent of mental health of the SMS.

Over the past 28 years, the municipality of Rio de Janeiro has released more than four thousand people from asylums, who have lost their citizenship, returning to live with their families or in one of the 97 therapeutic residences run by the city hall. Their treatments are linked in the 33 psychosocial care centers (CAPS) of the city, which replace the bars with humanized therapies, based on respect and empathy.

The May programs will close with the fourth edition of the Deinstitutionalization Symposium of the Juliano Moreira Municipal Health Assistance Institute, in Curicica. The event will take place from 29 to 30, from 9 a.m. to 5 p.m., on the theme “Body, subjectivities, institutions and vulnerabilities: the other names of asylum”. The objective of the symposium is to stimulate reflection and discuss progress on adaptation to asylum and its facets.

The former Colônia Juliano Moreira has a history linked to psychiatry, with roots in oppression, but which breathes resistance. The unit ended admissions in October 2022. Many properties in the old complex have been transformed into municipal health units, including CAPS and social assistance. The Bispo do Rosário Museum still operates at the headquarters of the Juliano Moreira Institute, which honors one of its most famous inmates.
